Salsa is a grouping of sauces, some of which use entirely different ingredients/preparation methods from each other. Well, if you want to be pedantic about it, the word "salsa" literally just means "sauce" in Spanish, so technically things like Worcestershire sauce, cream sauce, gravy, and mayonnaise all count as salsa. In spite of the fact that almost no one would ever refer to them that way, and would look at you like you were insane if you did. When normal people use the word salsa in general (English) conversation - and especially in the context of corn chips - they're almost always referring to the very specific type of salsa that involves tomatoes of some kind.
