Well, a couple things. 1) Military is like any organization and you've got disgruntled people who aren't thinking straight who want to live out some weird power fantasy or revenge fantasy before they kill themselves. Though you do also get idiots who try to do stuff like run gates... So it can really be any number of things there, most of the time people aren't thinking straight. 2) Besides that, unless it's home to a major security forces/military police unit or infantry or they keep something special there then the answer is probably not, beyond regular police presence.
