The new pay is negated by the commute. Once you count in the upkeep and maintenance (tires, oil, gas mainly) n such for a vehicle

For the cash out refinance, the usually only allow 75-80% of the home value to be loaned out. Also if you have PMI or whatever, that drops out of the monthly payment on top of the new rate

Unless the job is a stepping stone to something else, I'd just refinance
