Last I'll say - since I don't want to further line your pockets - in a country like Eritrea, local assemblies do most of the work. It's one of the only ways a multi-ethnic society in Africa can function.

The election of local assemblies in Eritrea have been judged free and fair by the international community.

No such statement can be made for China.

Eritrea is an emerging democracy. Not perfect, not full by any standard though.
