The Elites have been dodging taxes for a very long time and if you go back to the days of the Colonies, even though back then there were no taxes of any kind, those wealthy people ran and controlled the Colonies and their tobacco empires with an iron fist/

Fast forward to the dawn of the Industrial Age and men like Vanderbilt, Rockefeller, JP Morgan, etc all ruled their empires the way they saw fit and whenever a politician came along who they thought would challenge them, so they used their wealth to shut that person down.

Moving ahead to the early 20th century, FDR, after witnessing the destruction of the Great Depression, went after Henry Ford, William Boeing, JP Morgan Jr, and Pierre DuPont because FDR felt it was wrong that over 90% of the country was destitute due to the GD but these men held roughly 90% of the country's wealth so FDR went after them and raised taxes on people like them to 70% which he then used to finance the New Deal Programs of the 1930s and 1940s.

FDR also was the first and only sitting US President who encouraged working people to join Labor Unions and needless to say, Ford, DuPont, Boeing, and Morgan did not care for FDR and tried to get him out of office but he won reelection by a landslide because people didn't forget that FDR tried to help them when his predecessor (Herbet Hoover) did nothing during his time in office when the GD started.
