You can only do that from your home screen Going to your home screen is as simple as swiping up or pushing a button no matter where you are. Is that such a big deal to you? Or, you can enable floating notifications (Bubbles or pop up view) where you can assign apps to remain anywhere you want over top your screen so that no swiping is even needed to reach your notifications.
