I think it's a bit more complicated than that. For one thing hair removal wasn't as unheard of before WWI as one might think. Armpit hair removal had a phase in Ancient Rome and has been the norm in the Islamic world (along with shaving pubes.) Nude paintings of the Renaissance depict women without body hair. Not to mention before the modern era sex was something often conducted after dark, discreetly and quickly with little opportunity to oogle a naked partner.

As for the full bush thing I was always turned off by it, even when it was common. Not everyone thinks the same and the idea that everyone should should find X attractive is just dumb and needs to go away.
