That's generally fine, this pertains to household members or someone that regularly drives the vehicle. The biggest culprit of this from my experience is a lot of parents of teens try to not tell the insurance companies about their newly eligible drivers because it makes the rate shoot up. I had one recently where this happened and Progressive still covered the damages to the car but they billed the customer extra premium backdated to when their kid got their license (which was like 4 or 5 months) and added him to the policy going forward.
