Yup. Should've gone in, wrecked their shit, hunted Osama to the ends of the earth instead of letting him get away, wipe out the Taliban leaders that aided him, then said, "if you ever fuck with us again, we'll be back and it'll be even worse." And then left.
But taking down Osama and his enablers was never the goal of Bush/Cheney or the military industrial complex. It was more like a convenient excuse for their real goals...

It's not uncommon for the property to be left due to the cost and risk of removing it. He's talking about property EXPENSE not potentional for lives lost due to the property.
