I think Suikoden 3 is the best with making sure a lot of the cast gets utilized due to the separate parties for much of the game. As for other games, I rarely use Eiko in FF IX since I feel like Garnet can do everything she can...unless the party gets split up, of course. In FGO, many of the low-rarity Berserkers and Assassins never get any use from me, even when my roster was not as complete. --- Into the woods, but mind the past...
