You can't take a massive city that is wholly dependent on car traffic and expect people to not use cars... it could have been done, but the infrastructure is already in place. This reminds me of something. Before malls became what they are today, they were suppose to all be like shopping centers. Where you could buy clothes and groceries, and had living areas nearby.
