The vast majority of the rest of it is managed by the BLM and Forest Service, which allows for regulated public uses including resource extraction, grazing, and recreational activities. You've then got Military bases and missile ranges, and all lakes/dams managed by the USACE is included there too. A smaller part is comprised of National Monuments and National Parks expressly for environmental preservation and recreation.
