You may be a man now, but if you die and reincarnate, you could be a woman in your next like. Or a dog. Or a fish. Or an insect. Whatever. Because the soul is separate from the physical vessel it inhabits.

Not counting unusual, specific reincarnation rules like Zelda, where the same people keep reincarnating as the same people in new eras.
In DC canon, souls have genders. So she's trans because she was a female soul inside male body, which is basically how trans women see themselves irl. How other canons handle reincarnation is irrelevant.
