Well those Romeo+Juliet laws are to keep two high schoolers from potentially facing legal problems. If a Sophomore dates a Senior those laws prevent punishment to the Senior if they engage in sex once he or she turns 18.

Shit even when the two dating are in the exact same grade you can find a period of time where without that law it would be illegal. Maybe the teenage girl turns 18 before the guy or vice versa.

Now this guy was 19 trying to pick up a 16 year old which I find a tad more problematic, but again all these numbers of what an appropriate age is to have sex were made up. In medieval times a 13 year old might actually get married, but nowadays this would never happen.
