If you have no adverse actions that would justify this passive 'punishment'. Then yeah it looks pretty unfair. Digging below the surface level we may find legitimate reasons, but it doesn't really change anything.

First 2 things that come to mind.

1. Are you already maxing out your designated pay bracket? (If your company even has this system)

2. Is it even in the allocated budget, would one or more of those other employees have to be left out of the payraise to cover yours?

Perhaps my friend, depending on how you feel about this, this business simply can not afford your skill set.
