The general population doesn't employee the police, the municipality does because they need a force to stop people from messing with society. Government is a business, selling us services like infrastructure/police/fire and medical care in countries that aren't stupid. We pay for those services with taxes. In this relationship, we are the customer, not the business owner. And 99% of the time these days, unions prevent companies from punishing employees that are useless and/or malicious and deserve to be fired/demoted/whatever Who are police supposed to serve?
