They need to hire a ton of people to provide unique high quality animations for all existing Pokemon. This is only something that needs to be updated once every 10 years or so, it can be reasonable reused. Then, the excuse that they can't include all the Pokemon in one game goes out the window. Pokemon is not a complicated series but Gamefreak somehow manages to drop the ball every time.
