You seem to think Paramount is giving money to themselves or something. Trey Parker and Matt Stone were offered money to make the episodes, but Paramount has always owned South Park and they have their own service now and whatever deal they had with Warner probably expired. It's a no-brainer.
No, they got $550 million to stream for HBO Max exclusively for 5 years. This is a separate deal where Viacom paid Matt and Trey's studio $900 Million to make 6 more seasons and 14 specials on Paramount +. Hence the stupid money part because now the specials will be separated from main show content on different services.
