It's because they're technically Sony movies, and Disney actually has to negotiate with Sony every time they use him in a different movie. The last thing Disney wants is to make Spider-Man the core of an upcoming storyline, only to have Sony get pissy and torpedo the whole thing over behind the scenes contract arguments.
