Does that mean they were already in-game and I just paid to unlock them? If so then my God fighting game developers are absolute Chads even more than I already thought. What you're describing reminds me of the worst shit in MK9, where the compatibility packs were optional so someone that paid for the DLC characters wouldn't be able to use them if their opponent was a coward.
