Assuming the mobs live for the full duration of the dot (big ask with the longer timer), it's not worth it to dot anything if there's more than 3 targets. Which is almost always the case in dungeons. So in in 2-3 target scenarios, you keep dots up on everything. But because the proc rate is unaffected, you're doing all this extra work for less reward when you used to just go off. It feels so much worse than it used to.
