BUT because you don't get bonus procs, dots are weaker, and you are less rewarded for it than Shadowbringers bard was. You do the same work for less reward. And the pressure from things dying too quickly from your dots on aoe was also offset by procs being so fucking strong it made up for it (especially in Mage's Ballad rip). If things died too soon, doesn't matter, got procs and a fat Apex. Oh and the shorter timer also worked out to less potency loss.
