"Under 15" is the crime itself. It's disconnected from the 18 and 20 ages of the guys who got arrested, and only confusing because it's all numbers and ages.

And if we take "several years" literally, she could have been 7 or 8 when this started... That poor girl...

The closest we have to a rough guess is that it's a completely different crime if the victim is a lot younger than 15.

I'm almost afraid to look into it more.

Everything out there looks more or less like a barely dressed-up version of the same AP release or something. There's not much else, other than a linkedin profile. I'm not looking too hard, though.
