The answer to that should be obvious. The focus should be on the method and powers of control, not the reason.
No the reason is actually really really important. You can't just ignore that because these problems don't exist in a vacuum.

For example, the reason in this case is "the transmission of a deadly disease".

Also, you inserted a "blank" at the end of your question, where that blank is actually filled in the existing argument. Once you start eliminating facts from an argument, you're freer to substitute in imaginary scenarios, which drifts the conversation away from its focus.

It would seem you're trying to frame every method of control as a negative. In order for society to exist we have to have elements of control placed on us. Laws, if you will.

One element was already mentioned: vaccine requirements for elementary school. In place to prevent the spread of deadly disease among children.

Then there's the fact that you're trying to substitute an "evil mastermind" as existing into the argument when you haven't proven it.

Again, you're thinking to the point of 10% of the problem. You have to go all the way.
