The reason could be good, necessary, reasonable, and valid. But I don't think that's as important as the powers given to combat the threat.

For example, consider the origin of the word "dictator". It was a Roman given ultimate authority in order to deal with a military emergency. What would happen if they didn't relinquish these powers when the emergency was over? Julius Caesar happens, and he names himself "dictator for life".

No, just how any method of control could be used for evil. That's all.
That's why checks and balances are important, so that control is distributed, and it's less likely that one corrupt person can misuse their power and mess up everything.
