Mandating the bodycam setup that was proposed would require law changes anyway; it's no problem to also change, or carve out an exception to, the two-party-consent law while doing so. If people are concerned about them being used as a way to gather evidence illegally, then it could additionally be with the qualifier that footage is only released if a complaint is filed against a cop wearing the camera or appearing in the video, and cannot be used for any other purpose.

Oh sure, I'm not arguing that. If it were up to me they would be impossible to turn off and the footage dumped to a third party company. The police would have no access to the footage ever, to make sure that it cannot be accidentally deleted.
