Goku stopped him. Androids/Cell - The only way for them to not be created is if Goku hadnt beaten the Red Ribbon Army, so Gero is gonna do this eventually. His character was so good when he was Teen Gohan in the Cell Games but after that he's just been a doofus Lost badly against Frieza, and pulled off a double-KO in the Tournament of Power with Frieza's assistance.
