There was a plot strand that put forward the theory that basically, the belief in a government conspiracy to cover up the truth about alien abductions had in fact been manufactured by the government, in an attempt to cover up the fact that it was carrying out the abductions itself. In other words, a strategy of diverting the spotlight away from the mundane truth by focusing it on a fantastical lie instead. South Park did one as well where it was the government started to conspiracy theories so people would think they where more powerful than they where.
