From where I stand, that's generally just going to mean you've got a similar number of heroin addicts, but fewer with HIV. Protip: The government's already paying for addicts, whether you like it or not. Might as well allocate that money in a way that will generally improve their health and social outcomes and therefore probably actually be cheaper, rather than getting hung up on some psychopathic desire to watch them suffer for their mistakes. --- This is my signature.
