I've volunteered for my local shelter. They don't put out dogs that are deemed dangerous. Those caveats are made to help the dog and the family ease into a new situation with as much little stress as possible. Putting an animal into a new situation is very stressful for them.

Dogs are animals and don't adapt to stress the way humans do.
