Compared to Suikoden, the obvious issue here is that many of the characters in that game (and it's sequels) play integral roles in the story, and a goodly portion of its characters, if perhaps lacking in character development we might hope for, leave an impression, and enough for the characters actually do develop to stand up to the better entries of the genre. Even a lot of the minor characters managed to leave an impression, and there's a sense that they're all part of a larger world. These come across despite both games having pretty poor translations. In Cross, virtually none of its many characters leave any impression whatsoever. And the one character who does leave an impression is out for most of the game.
