That's rarely the solution proposed to any problem, but often actually works when it's used well. Compare New Jersey's recent water problems to Michigan or Florida's. NJ saw the problem, made a plan, and gave an adequate budget until the problem was fixed.

Helps a lot when you don't fill every position you can with friends and family.
