Not sure of the exact CD on his passive, but after you pop his shield he gets extra HP from his mana for about twenty to thirty seconds, then his shield has to recharge for about a minute. That's when you want to kill him.
Of course, he should never be your main focus in a fight.
And if he's not building tanky he's actually rather squishy.
