I usually open with Nashor's Tooth to get max CDR, then go into Malady into Hammer
That bein said I don't know if max CDR is entirely necessary but I refuse to play Teemo without maximum mushroom output.
If Teemo isn't putting down shrooms, then he's more useless than an AFK.
