civ 5 is great. I'd recommend checking it out.
If this were a normal game, probably. I don't think rebels spawn in this scenario, though -- but Korea does get a steady supply of extra troops every 15 or so turns, thanks to that "Righteous Army" ability. My victory conditions in this are to capture and control Seoul and Beijing at any point past the year 1600, or be ahead in points by the end of 100 turns.
