There's not really enough information regarding the structure of the Empire to know how the actual ranks fit in. Since the Magitek Knights were extremely powerful, and Gestahl wanted his most powerful allies in command of his troops.
It's mentioned that only Leo and Kefka had success in the Empires dominance, and that Celes was weak. Empirical structure just simply suggests that those with power get high ranking stations.
