Regardless, the scale for counting votes in this contest is the way the NCAA does it with their own top 25.

Dang. Well, you can do better than the NCAA by changing it! ;)

Scenario I
Final Fantasy VI gets a vote by 10 people... however, every single one of them votes for it at #25.
Tales of Symphonia gets a vote by 5 people.... however, they vote for an average rank of #23.

FF6's points = 10 points.
ToS's points = 15 points.

I say ten votes for #25 on FF6 is worth than five votes for #23 on ToS!

Adding 5 points to each vote...(#25 = 6 points, #24 = 7 points, etc.)
FF6's points = 10+50 = 60 points
ToS's points = 15+25 = 40 points

That's more like it!

Scenario II
Final Fantasy VII gets a vote by 5 people... they all rank it at #25.
Final Fantasy VI gets a vote by 1 person... and ranks it #19.

FF7 = 5 points
FF6 = 7 points

I say FF7 clearly is more deserving of a higher ranking than FF6 in this case.

Adding 5 points to each vote by default....(#25 = 6 points, #24 = 7 points, etc.)
FF7 = 5+25 = 30 points
FF6 = 7+5 = 12 points

There we are.

Yeah, doing 5 points might be a bit too much. Since I typed that all out I might as well just post it. An extra point might do.

Here's something else to try: make a "Top 20" list using everybody's votes. Count only the Top 20 in everybody's list (ignore #21-25). Changing the scoring method so #20 is worth 1 point, #19 worth 2 points, and so forth.

See if the new Top 20 is any different! If it does, my claim might have some justification.
