I don't know. On one hand, 15$ probably isn't too much for Portal 2, but on the other hand, -50% is nothing spectacular for Steam sales.
I see -75% frequently, so I think I'll wait a little longer. It's guaranteed to go on sale again before the end of the year.
Valve games are very rarely -75%, it's always 3rd parties that have those deals. I think the last -75% game was TF2 for $2.50 when its base price was $10, and that was like 2 years ago.
