It's more of a balancing feature
Having gotten 3 heart containers means a lot less when that's just 50% more life than 100%. Also, it makes sure you don't completely out-scale things too fast. Never having 3 hearts means you never have to deal with s*** like quarter hearts since that's never necessary in any way.
