Just a few things:
On idling: I do not have a problem with it. However, if the server is full, I have a mod set up so that idlers will get kicked automatically after 5 minutes. This should only happen when 6 people are on the server.
On putting excess load on the server (mob spawners, lots of TNT, etc.): I have no issue, so long as the server doesn't get too laggy or crashes. If it does, I may kick someone if necessary (but not ban, since it's not their fault), or run stuff that will kill mobs.
