It's not Steam, it's the games itself that do this.
Each game that uses DX doesn't necessarily have to use the entire thing, they just pick and choose whatever packages they need, and whatever specific versions. So just because one game has installed DX before, it doesn't mean you have everything needed for this new game, so they just reinstall everything they need to be safe.
