@ eliminations: you can start with 15 eliminations a day, and each day / two days one elimination less, till 10 eliminations day.
Then according to duration of each day (couple of hours? more than a day?) start raising requiriments of saves (like 2 saves required -> avoid ballots), or less # of saves per hour per user.
And keep # high till there are about half or 100 chars.
