The Goomba stood on the edge the whole time. He can land to the left of it quite easy, even if he needs to grab the ledge. Hell, he was a full minute left, he could have jumped off and gone the normal way, only would have lost like 3 or 4 seconds. With no misses, he could finish Bowser and get the star in about late 30's or so. Still getting him the 49 XX he so craves, and getting the record.

The Goomba happens at about 49:20. The WR is 50:14. Let's assume that doesn't happen and Sig makes the pipe at, I dunno, 49:25. A perfect Bowser fight (also not a given) is still something like 45 seconds IIRC, so Sig's time would be around 50:10.
In that goomba run 49:xx was not at all in range. Before he even made that jump it was too late for a sub-50 time, and in fact, Sig was going to be within seconds of the record on that run regardless of what happened right there.
Unless we're talking about something else.
