From my experiences with pets being put down you have two choices (one of them is more expensive, and it depends on how accommodating the vet is)

You can take them to the surgery where the vet will euthanise them (standard)
You can request the vet pay a home visit to euthanise your pet in a familiar environment. (considerably more expensive due to call out fees and what have you)

From what I know no legitimate vet would offer you the option of allowing you the option to overdose your dog at home on painkillers. If you plan on keeping your pet alive, they can/do usually prescribe some form of painkiller to assist with the animals pain (obviously).
