Does it really matter, though? I mean, it's not like the water is gone forever. It just goes through the sewer system, into a treatment plant, and then gets pumped back out to be used again.


Water treatment is very energy intensive, isn't cheap, and there is a constant net loss in the amount of water

It does matter. There is a big difference between usage and waste, and the industry is rife with the latter.
