Honestly, it's probably more about his self esteem. He thinks so little of himself and has already decided that no woman would ever be interested that even if a woman is giving off vibes he just assumes she being nice, not interested. I imagine that he's also so afraid of not knowing what he's doing at his age that he subconsciously blows women off to avoid having them possibly laugh at how bad he thinks he will be in bed.

Even if a woman came right up to him and said she wanted to have sex with him he'd turn her down out of fear.
