We know that chemical weapons were used. We have a pretty good idea of where they were launched from and a very good idea who made them in the first place. While there might be a few dots, you can kinda connect them.

This.

One side has a history of using chemical weapons in the past, in this very conflict, against the other. One side has the facilities and knowledge necessary to manufacture and store them, and an air force and rocketry suitable for delivering them. The chemical weapons, incidentally, were used on a target that was under control of the OTHER side.

It's really not that difficult to see what happened.
