Criminals in most countries don't try to kill the police, because they're not worried that the police will shoot them and their dog. But in America, when a cop is more likely to kill you than to help you, they find that their chances of survival increase without the cops being involved. This is what gives birth to their "don't snitch" attitude. If your cops were more like cops in literally every other developed country in the world, people wouldn't be terrified of them ...
