What gave empires like the British Empire, Tsarist Russia, Khanate Mongolia, Qing China, Roman Empire, or Achaemenid Empires the right to stroll around enforcing order? It should probably be said that humanity best prospered, generally, in times where strict military hierarchy is enforced order over a domain.
