A restaurant shouldn't charge for water though because they make money elsewhere. If they want to profit off water, then they should just sell bottled water because apparently people are still stupid enough to accept buying it at a restaurant.

Tap water is incredibly cheap, one glass is worth fractions of a cent. Restaurants don't need to charge for it to recuperate the costs, they just do it to squeeze money out of customers. Personally, though, I've never been charged for water; is it really that common of a practice in Europe or is that guy exaggerating it?

Edit: Not to mention that flushing a toilet and washing your hands uses way more water than any normal person is going to drink in one outing at a restaurant, yet you claim it's more understandable than charging for a bathroom.
